Land Tenure and Property Rights Regional Report Volume 3: Assessment Tools

A collection of instruments that can be used by USAID missions to expand upon land tenure and property rights (LTPR) themes in their respective countries and determine how these contribute to or impede development programming. These materials include both an LTPR pre-assessment tool and an LTPR assessment tool. Both of these aim to standardize the format and content addressed in USAID property rights assessments and facilitate development of potential programming in this area.

Land Tenure and Property Rights Volume 5: Impact Assessment Tool

The impact assessment tool was developed to assess the impact of LTPR interventions, typically after they are completed. The tool seeks to enhance mission learning from LTPR project interventions by drawing on the impact lessons they generate and thereby inform new project planning and bolster USAID’s effectiveness in meeting both project and broader strategic objectives. It is a learning tool.

Land Tenure and Property Rights: Field Test of LTPR Intervention Sequencing Tool

Under the USAID Global Land Tenure II (GLT 2) Lessons Learned: Property Rights and Natural Resource Management Task Orders, ARD has developed an Intervention Sequencing Tool. This Tool was designed to assist USAID missions in the identification, prioritization, and ordering of interventions targeted at improving land tenure and property rights (LTPR) situations. ARD sought to field test the Tool to determine its viability as part of the LTPR toolkit. Burundi was selected as the test location principally because there had been a limited number of LTPR interventions in the country, in effect presenting a clean slate without biases of large number of ongoing or completed projects. The purpose of the assessment had three objectives: to test the draft Intervention Sequencing Tool and summarize the Tool test process, results and recommendations; to provide a set of interventions and sequencing recommendations for those sequencing interventions; and to undertake an LTPR Situation Assessment that includes the recommended interventions.

Land Tenure and Property Rights Sequencing Study and Strategy Expert Panel Consultation: Summary of Input and Possible Next Steps

Under the Lessons Learned: Property Rights and Natural Resources Management Task Order under the Rural and Agricultural Incomes with a Sustainable Environment IQC, a sequencing problem statement and questionnaire was distributed to a number of LTPR experts. This report assembles their responses to the questionnaire.

Land Tenure and Property Rights Situation Assessment and Intervention Planning Tool

A diagnostic and programming tool for USAID missions to understand and assess Land Tenure and Property Rights (LTPR) issues in their respective countries and determine how these issues contribute to or impede realization of strategic objectives. The tool guides LTPR professionals and USAID missions in identifying appropriate interventions to improve LTPR situations and in prioritizing and ordering interventions to enhance their effectiveness. It also facilitates development of a system to monitor and evaluate the performance of interventions.
